Could I get a clarification on what is "rotating physically in sockets", is it your eyes moving around in the VR to determine when it converges, or is the filter in front of the eyes that allow the light to converge? However, if it is passive, how can the VR know where the eyes are looking and if/when the light converges?

I think its the eyes moving around in your eye socket - in a few slides above, they say the 160 degrees of vision doesn't account for eyes moving around in the socket.
