Are certain people able to perceive more colors than others (meaning the boundaries are wider)?

I've also heard that certain people are better at distinguishing more colors than others — does this mean their ellipses are smaller in size?

What is the importance of perceptual uniformity? Does it matter if it isn't perceptually uniform?

Follow-up question, but some ellipses of equal area are still not congruent (with different major-to-minor axis ratios). Does this have any significance?
