From the formula, it seems that larger gaussian kernels are not as useful since the PDF(coefficients) of the outer part is small?

The kernel size actually has a big effect on how a Gaussian blur looks on an image! A larger kernel size means that the image actually gets blurred more. The right kernel size would have to be tuned for the specific application/to the frequencies in the image.
