This is the case of Catmull-Clark for regular meshes, which is identical to B-splines. So the specific numbers here all drop out of the B-spline derivation. The extension to irregular meshes (see later slide) is somewhat arbitrary, but the specifics in CC were selected because it produces nice surfaces.
