i think the right mathematical formalism to describe these types of brdfs is a dirac delta - it's 0 except in the mirror direction in the case of specular materials, and yet when we (conceptually) take the integral, it equals the value of the integrand in the direction of interest, which is exactly what we are doing when we just take a single sample in the mirror direction
