For those who have taken EECS 16B, option 2 is very similar to transforming between the time and phasor domains. Here, the frequency domain can be thought of as the phasor domain, and the spatial domain can be thought of as the time domain.

So using Fourier Transform, you can take your photo and instead of showing pixels, show the frequencies that make it up (like taking your music and showing the sound waves). Then when you try to apply a blur filter, it is similar to adjusting an equalizer for a piece of music.
