Are photographer make trade off depth of field and motion blur based on experience? Or is there any calculation where you can find the perfect balance between the two?

To me, in this photo, the first image is the best in terms of tradeoff since the person's hand is most visible. Even though there's a tradeoff between motion blur and depth of field in the image, I think in this specific case seeing the hand is more important than seeing the background.
