I have never heard of this concept before, but it does make sense. Like @rubywerman said, I can see why overexaggerating a character's anticipatory movements can shift the viewer's focus to certain actions or movements that might occur very quickly or subtly. This is something I'll be keeping an eye out for whenever I watch animations in the future.
