When doing project 2 the heirarchy is similar to that of 4 sets of control points. Which we first do the 4 in one direction u, the other 4 in another direction v. Now consider a set of n * m control points which were along the axis (u, v) respectivly. Hence we only need to do m times of n lerps, then using these control points we do m lerps in the end.
