Here is more information on the BSDF function which is a generalization of the BRDF that includes transmittance in addition to reflectance. You can learn more about it here.

I am curious why the units are 1/sr when the function returns the fraction of light (unitless) reflected into the outgoing direction w_r?

I believe sr is the solid angle

Yeah sr is steradian, unit of the solid angle per https://en.wikipedia.org/wiki/Steradian
