I was looking into why the conductivity of the material affects the Fresnel term and it seems like we get into a lot more physics based light-transmission analysis. But basically—at least from what I understood—is that light is an electromagnetic waves and the atomic properties of materials, which differ when the material is conductive or not causes different effect of absorption, scattering, and reflection. The way that it helps light become polarized is described through this Fresnel business.
