Why the background will not sample any light? Is it because it's angle between the light emitted by the source is too big so that cos(theta) will essentially be 0?

we divide by r^2 when calculating light intensity, so farther away this grows exponentially and gives a 'dark' background

Cuz from the view of a point on the ground very far, the solid angle of the light source is very close to 0.
