I know it's a little bit weird to link to an instagram, but I thought I'd just share this profile (https://bit.ly/2TlK4I7) literally called "Long Exposure Shots". There's plenty of really beautiful pictures, and they even link to a discussing on how to choose the proper filter for a scene. It's more geared towards photographers, but they talk about how ND filters affect shutter speed which in turn tunes the amount of blurriness for different elements in a picture that can affect the resulting texture of things like water and light bouncing off a surface.

That's a really cool instagram profile! I've always wanted to try long-exposure photography but never really looked into how it worked, pretty exciting that I'm learning about it in a cs class haha. Interesting how ND filters can affect shutter speed and in turn how the whole image turns out.
