Is ISO a linear effect that you would apply to the entire image or can you apply it to certain regions?

I believe you apply it to the entire image — back before digital photography (so, film photography) ISO was actually determined by the roll of film you buy.

I've heard some people saying that larger camera sensors can product less noisy images than smaller ones under the same ISO setting. Is it true?

For the same ISO setting, noise should decrease with larger camera sensors. This is not always true, but larger sensors can have larger pixels which receive more photons during exposure, giving a better signal-to-noise ratio.

@kingdish I think this is true because of the same reason more samples reduces noise, like in project 3. A larger sensor just receives more light (photons) / more samples, so the noise should be reduced.
