How does the brightness of the streetlight not overpower the other lights if we use such a long exposure? Does a photo like this require some editing?

I think the streetlight could be pretty dim. Or, well, how would you know it will overpower other lights.
The light reflected off the bugs are sourced from the street light. So I would argue the brightness from the streetlight won't overpower the light off the bugs unless it could overpower itself.
