To clarify, the "per unit solid angle" refers to what the observer sees based on his location relative to the surface and the "per unit projected area" refers to the actual amount of surface we are considering right?

My understanding is that "per unit solid angle" refers to the solid angle from which the light comes from; and "per unit projected area" refers to the area which the light reaches.
